Illegally run Christian home for differently abled sealed

April 5: Revenue officials on Monday busted and sealed an illegally run home for the physically disabled and mentally retarded, functioning at Vallam since 1994. The officials also rescued three disabled persons from the home and restored them to their parents.
On a tip-off that the home for mentally retarded and disabled persons at MGR Nagar in Vallam was functioning illegally, collector (in-charge) M. Karunakaran ordered the officials of the social welfare department to inspect it. A team of officials from the district social welfare office, led by superintendent M. Lourd Prakasam, conducted a surprise inspection on March 29. The officials discovered that the home, originally founded by Mrs Chandra and registered as a charitable home, had been illegally functioning as home for the mentally retarded and physically disabled since 1994.
Subsequently, it was purchased and run by John Britto of Yagappa Nagar, in Thanjavur, since 2004. It was also found that the home authorities had not obtained permission from the government for running it.
Based on the findings, Mr Karunakaran ordered the revenue officials to seal the home. A team comprising Thanjavur revenue divisional officer Ravindran and tahsildar Venkatachalam, district disabled rehabilitation officer Kaliyamoorthy and Mr Lourd Prakasam sealed the home on Monday. They also rescued three disabled boys from the home and restored them to their parents.
John Britto, running the illegal home, was not present during the raid and is said to be absconding.
“The home lacked infrastructure and had no valid permission required for functioning as home for mentally retarded and disabled persons. On verification of the records available in the home, it was found that the inmates’ register was not properly maintained and there was no proper document with regard to funds. Then, there were 15 children in the home and they claimed that they had come for tuition,” said Mr Lourd Prakasam.
But when the home was sealed, there were only three disabled persons in it. While two of them – Mathiazhagan (12) and Sarathkumar (15) of Vallam – had gone to school, Ramaraj (18) of Sengipatti was present. The officials rescued all the three boys and restored them to their parents.
